He joined Border right before it went public, presumably he joined as an executive.[citation needed] at some point Kageura uppercutted him which lead to his demotion.[citation needed]
Introduction Arc[]
He was first shown with Motokichi Kinuta when deciding Osamu's punishment, as well as what to do about the abnormal gates.[citation needed] He later helped Jin and Osamu by sending a TV Broadcast to civilians alerting them about the small neighbors.[citation needed]
Black Trigger Capture Arc[]
He once again appeared with Kinuta at the start of the arc and agreed with Kido that they should take away Yūma's Black Trigger.[citation needed] He then appears at the end of the arc and comments that sending Amō is a bad idea as he "doesn't look human" when fighting with his Black Trigger.[citation needed] after that he thinks Jin is crazy for sheltering a Neighbor while using Border's rules as a shield, but quickly changes his mind after Jin offers Fūjin for Yūma's enlistment.[citation needed]
Large-Scale Invasion Arc[]
He comments on the situation multiple times[citation needed] and explains how Shinoda got to Enedra's location as fast as he did.[citation needed]
